Our next pre-launch seminar addresses one of the most contested dimensions of environmental and climate litigation in Europe: the conditions under which civil society organisations can effectively access judicial review, and the structural constraints that continue to shape this landscape — from the persistence of the Plaumann test to the evolving role of the Aarhus Convention.

Mario Pagano is a legal officer at DG Environment of the European Commission , working on the implementation and enforcement of EU environmental law. He holds a PhD in Law from the European University Institute and was a postdoctoral researcher at the University of Amsterdam. His recent monograph, Environmental NGOs and Access to Justice before the CJEU (Hart/Bloomsbury, 2025) , reconstructs thirty years of legal mobilisation by the European environmental movement before the EU Courts.
